Places and funding for each cohort are agreed and allocated by the Health Education Regions for the three years, not on a continuing year by year basis. I don't know much about this but would guess one aspect to consider is about carrots and sticks.

That is to say mandatory attendance is a stick forcing people to go. The carrots are the positive factors, probably many are the same as for other groups or treatment more generally.

Calculate your value to them (eg billable hours a year, work brought in, etc) minus the overheads and costs and any value they add to you, and bear this figure in mind when negotiating.

Isn't the most sensible thing to do to apply for recognition via the reciprocal arrangements? That is using the European union (recognition of professional qualifications) regulations 2015, SI 2015/2059. In 2015 invites were sent on the 2nd march for an interview on the 25th. Search Oxford in the old application progress threads to check other years.
